County names West Coast Consultants preferred vendor for plan review backup services

The Utah County Board of County Commissioners approved a procurement recommendation to designate West Coast Consultants (WC3) as the preferred contractor for plan-review, permitting and inspection backup services and to keep two additional firms on a preferred vendor list.
Robert Baxter, who introduced the RFP process, told commissioners the evaluation committee ranked WC3 first, Shum's Coda Associates second and Aoka Engineering third and recommended creating a preferred-vendor list while awarding the contract only to the top-ranked firm. "They were unanimous on number 1 as West Coast Consultants for WC3," Baxter said. Staff explained the contract exists to provide backup capacity when county plan-review or inspection workloads exceed in-house availability or when specialized expertise is required.
Commissioners debated whether to contract with one firm or retain multiple contracted alternatives; Speaker 4 and others said it’s helpful to keep options for applicants who report inconsistent experience with private reviewers. Speaker 4 moved to approve item 8; Speaker 3 seconded and an amendment designating WC3 as the preferred contractor with the other two firms as backups was accepted. The voice vote was 3–0 in favor.
Staff said the contract is intended to be used only when the county cannot complete plan review internally and that applicants may use other qualified reviewers if they meet county qualifications and provide credentials.
