County purchasing staff explained the final purchase differed from an earlier, larger package because one of the originally ordered watercraft had been sold before pickup. "It was actually a reduction from the original agreement that was put together," a purchasing representative said, explaining the final invoice reflected the units that were delivered along with the trailer.
