Commissioners authorize sheriff's staffing addition after split vote over budget intent

The commission voted 2-1 to authorize a staffing addition in the sheriff's office intended to handle deputy wellness, public information and related training.
Ralph Barnes from Human Resources explained the position request followed the vacancy of a major-crimes field commander role and that the sheriff sought to establish a deputy wellness/PIO position as a long-term staffing choice. Chief Deputy Matt Higley described goals including implementation of a deputy wellness program, de-escalation and mindfulness training, peer support and improved public communications.
Commissioner Lee opposed the action, citing a 2012 resolution that, in his reading of the minutes and terms, removed the position and intended that it not be restored; Lee argued the request constituted a new, ongoing addition to the sheriff's budget. "They deliberately put it in place so that when this position goes away, it doesn't come back into the sheriff's department," Lee said, and he voted against reinstating the role.
Other commissioners said the county's recently approved budget contains salary authority that the sheriff can allocate, and that restoring operational capacity for deputy wellness and public outreach was a priority. A public commenter, Mark Allen of Protect and Preserve American Fork Canyon, urged commissioners to fund the sheriff's requests to address emerging canyon safety issues.
The motion to authorize the addition passed with two votes in favor and one opposed; commissioners also directed staff to follow up on implementation and account for how the position fits in the sheriff's salary budget.
Implementation notes: the sheriff's office intends the role to be funded within existing approved wage amounts; staff and commissioners said they will monitor the position against prior resolutions and future budget cycles.
