The Utah County Board of Commissioners worked through a large consent and regular agenda that included several routine but consequential actions.
On the consent calendar, the board denied a fee‑waiver request for a footrace after public works staff said the applicant did not meet the county’s 501(c)(3) criteria for fee waivers. “I’ll make a motion that we deny the request as stated number 11 on our published consent agenda,” a commissioner said; the motion carried 2‑0.
The board approved an agreement with Murray Glass to replace aging storefront doors at the county administration building after public works noted the doors are more than three decades old and hurting energy efficiency.
Commissioners debated whether to purchase or rent three electronic message boards paid from CARES Act funds to support drive‑through election sites; one commissioner raised procurement concerns and asked whether renting would be cheaper. County elections and emergency staff explained rental costs can run “between 4 and 500 dollars a day” during an earlier fire response, and noted the boards could be reused in fall election operations and potential mass vaccination events. The board voted to continue that item to the next meeting.
The board also recessed to reconsider and adopt a previously noticed fee schedule item to add a supplemental law enforcement fee (the omission was a notice technicality); after a motion and second, the ordinance amending the fee schedule passed 2‑0.
Additionally, commissioners set a public hearing to amend the 2020 county budget for June 24, 2020, and formally called a special meeting for that date and time. Purchasing staff presented results of an RFP for a learning management system (13 proposals; committee advanced nine presentations); the panel’s unanimous top choice was Relias. The commission voted to accept the recommendation and open negotiations with Relias as the preferred vendor.
Finally, the board moved to strike agenda items 36–39, opened the meeting for public comment (none offered), and adjourned by unanimous voice vote.
