Sean Radmoll of the Utah County Sheriff’s Office reviewed longstanding facility‑use and training agreements with the Deputy Association, including arrangements for monthly meetings and annual training schools (SWAT, K‑9, sniper). Radmoll said these are the same agreements used for decades and that the arrangements are budget neutral or positive.
Dale Batch, jail health services administrator, told commissioners the county had previously contracted with Quest for laboratory services but that Quest could no longer meet the county’s needs. After issuing an RFP, Intermountain Laboratories (Central Laboratory for Intermountain Healthcare) was the recommended provider. Batch said auditors justified the change and that the county could realize some savings. Finance staff confirmed the expense would come from the jail medical account.
Commissioners accepted the presentations and asked routine procedural questions. No formal contracts were approved during the work session; staff said final agreements and signatures exist or will be presented in regular agenda items as appropriate.
