Commissioners questioned whether a draft amendment to the county's land-use ordinance would unintentionally require permits and inspections for short-term canopies and membrane structures used for private gatherings.
Unidentified county staff (Speaker 2) explained the proposed subsection was mainly a housekeeping addition that clarifies when temporary membrane structures require a temporary-use permit and how the county treats remote yurts under recent state legislation. “If you're less than a hundred and 80 days, then it's considered temporary and a lot of the different requirements, specifically fire code and building code don't kick in,” staff said. Staff added that the intent is to retain a process used for larger events to ensure parking and safety for assemblies.
The presiding official (Speaker 1) said the draft appeared to cover common short-term canopies and expressed concern about requiring inspections for a neighbor’s birthday canopy: "Are we gonna go in there and say you're gonna have to have adequate parking for it? Are we gonna have to go down and walk down through this whole thing and say, is it in good repair?" Speaker 1 asked for concrete thresholds (attendance numbers or other triggers) to distinguish small private uses from large events.
Commissioners agreed to continue the item and ask staff to draft clarifying language that explicitly exempts camping uses and limits regulatory obligations to larger temporary assemblies; the commission scheduled the item for a May 12 regular meeting for action.
