County OKs representation agreement for Soldier Summit with amended billing rates

The Utah County Board of County Commissioners voted unanimously to approve a representation agreement authorizing the county attorney’s office to provide legal services to the Soldier Summit Special Service District, with edits requested by commissioners to simplify billing on Schedule A.
County attorney staff described proposed edits that would remove a named list of paralegals and legal assistants and replace it with generic categories and flat hourly rates. Staff said the draft listed paralegals at $32.26 and legal assistants at about $37 per hour and suggested making the agreement effective Jan. 1, 2020 so the special service district could review the revised terms.
Commissioner (S7) moved to approve the item with the noted changes; Commissioner (S2) seconded the motion. The board approved the agreement 3-0.
The changes discussed were procedural: replacing individual names on Schedule A with role-based categories and fixed rates and adding a clause allowing personnel substitutions without renegotiating the agreement. County attorney staff said the edits were intended to reduce the need to revise the contract each time a paralegal or legal assistant changed employers.
The commission’s approval directs staff to implement the amended agreement; no further public testimony or contested debate occurred during the vote.
The commission moved on to schedule closed meetings after completing regular business.
