Heather Lewis of the Utah County Department of Drug and Alcohol Prevention and Treatment asked the commission to approve an interlocal agreement with Pleasant Grove to start a Communities That Care prevention coalition.
Lewis said the county’s initial contribution for the new coalition is $24,000; the city will match with $10,000, and the state Division of Substance Abuse and Mental Health provides a $10,000 start‑up grant for each new coalition for the first three years. Lewis described this as a standard model the county uses with other cities: the county provides a portion of capacity funding (generally $16–$20k) and the city provides a $10k match; new coalitions sometimes receive an elevated county contribution to support startup.
Commissioners asked how the county ensures parity among cities and whether the county is committing recurring funds. Lewis said the county and the cities enter identical interlocal agreements and that county contributions can vary depending on the community’s needs and the division budget. The program is intended to build capacity for prevention activities and training; Lewis said staff targeted communities with higher use indicators initially and have seen interest from other cities as projects demonstrate success.
Commissioners had no additional questions and staff will proceed with placement of the interlocal on the regular commission agenda consistent with the county’s budgeting and matching approach.
