Community Development staff briefed the commission on a zone‑map amendment request from JDH Fairfield LLC to change roughly 186 acres in western Utah County (west of Fairfield, near Highway 73) from RA‑5 to Mining and Grazing. Bryce Armstrong said the parcel is roughly 300+ acres with a portion already in mining and grazing; the applicant’s request would unify the parcel under mining and grazing where aggregates/mining uses would be allowed.
Armstrong said the county general plan designates the area as agricultural/watershed and does not require a general‑plan amendment. Staff noted the parcel is bisected by zoning and the applicant will exceed minimum thresholds that make a single‑zone approach appropriate. Separately, staff flagged a deeding/subdivision problem that created a division on the parcel; Armstrong said that issue must be addressed before permits are issued. The applicant’s representative, Jason Rickords, told the commission they plan to recombine the parcels and correct the deeding to avoid any violation.
Commissioners asked about the intended mining use; the applicant said an aggregate pit to supply regional construction projects is planned and that the site is away from residential subdivisions. Staff explained that, if the rezoning is approved, the operation would still be subject to the county’s mining and grazing permitting process before mining can begin.
Staff will transmit the application to the next available commission agenda and work with the applicant to confirm the deed/subdivision recombination before permits are issued.
