Commissioners ask sheriff and staff to renegotiate terms for proposed IRS-building lease for SVU

County staff briefed commissioners on a proposed lease of the former IRS building on 100 North to house the Sheriff’s Special Victims Unit (SVU). The landlord’s initial proposal was a $13 per-square-foot triple-net lease; staff calculated an "all-in" cost of about $19.05 per square foot when management and other items are included. The sheriff’s SVU representative said required tenant improvements would likely be limited largely to entry modifications and a secure waiting area for victims and registrant processing.
Commissioners expressed concern that the proposed rent was above comparable market deals in downtown Provo and said the county should press for a more favorable rate or consider performing some maintenance tasks (snow removal, grounds) with county crews to reduce landlord pass-throughs. One commissioner described the county as a high-quality tenant that typically can secure concessions, and staff recommended taking a mixed approach where some operational items remain county-managed to lower overall costs.
Staff and the sheriff asked for a few weeks to negotiate with the landlord and return with a revised proposal. No lease was approved at this session.
