Commissioners continue large-scale development code changes to consolidate water requirements

Brandon Larson of Utah County Community Development presented proposed amendments to Chapter 6 of the Utah County Land Use Ordinance to consolidate and clarify water requirements for large-scale development applications.
Larson said staff's goal is to bring scattered water-rights and water-engineering requirements into one section, and described a two-step review: an applicant's engineer supplies documentation certifying requirements are met, and then the county engineer or designee reviews and determines whether the engineering report satisfies the ordinance standards.
Commissioners questioned how disputes between an applicant's engineer and the county engineer would be resolved. Staff replied that the applicant would revise the report if the county engineer found it deficient; applicants can also appeal determinations through the Board of Adjustment. A county official noted that most deficiencies are corrected and resubmitted.
Given the breadth of the code changes, a commissioner requested more time to review the legislative changes; the commission voted to continue item 32 for one week so staff and members can review the proposed language in detail.
