Commission directs staff to negotiate with Enterprise after year‑old RFP

Purchasing Manager Robert Baxter told the commission the RFP process had stalled and that the evaluation committee ranked the top proposals with a tie between Enterprise and ACME, and Ken Garf third. The committee’s majority recommendation was to reject every proposal, but commissioners discussed alternatives including reopening an RFP, conducting a parallel financial analysis, or selecting a top proposer for negotiation.
Ben Benoit of the county attorney’s office said the county could pursue negotiations with a top-ranked proposer in parallel with additional analysis and that rejecting all proposals and starting over would be reasonable because market conditions and pricing have changed since the RFP was issued. Commissioners decided to start negotiations with Enterprise but noted they could revert to other options if negotiations failed.
A commissioner moved to receive the proposals and proceed with further negotiations with Enterprise; the motion passed 3–0. Staff will pursue contract terms and report back to the board if negotiations reach substantive terms or if negotiations terminate without agreement. If needed, the county may restart procurement consistent with procurement rules.
