Commissioners strike Miss Utah County scholarship contract to seek modifications

Tiffany Miller and Madison Torme described the local program and noted the county contribution has historically supported scholarships and Miss Utah fees.
Commissioners acknowledged the program’s community benefits but said current county finances require scrutiny of general-fund spending. Several commissioners said they support the scholarship portion but questioned contract language that reimburses pageant expenses (they cited a provision allowing access to county facilities "for no charge" and up to $5,000 in expense reimbursement). Commissioners recommended splitting the contract so the county continues the scholarship award while the pageant pursues private sponsorship or in-kind county facilities; suggestions included matching private donations or using tourism (TRCC) funding where appropriate. The representatives said contestants and volunteers already raise additional funds (ad pages, ticket sales) and that county funds primarily cover building use and Miss Utah licensing fees.
Following discussion, a commissioner moved to strike Regular Agenda item No. 5 so staff and the organization could return with a modified agreement that limits reimbursements and explores in-kind facility use or a matching model. The motion passed unanimously (3–0). The commission directed staff to work with the organization to modify the contract and to explore county facility availability or alternative funding sources before bringing a revised contract back for consideration.
