Utah County commissioners on May 1 approved several consent-agenda items covering procurement tools, employee benefits language and multiple vendor contracts.
The commission approved resubscribing to a procurement database with a quoting feature that staff said will help departments find vendors and better prices. Staff described the database as providing purchase-order-level data and a feature called “gov quote” for soliciting multiple vendor bids; commissioners noted it would not replace formal RFP processes for higher-threshold procurements.
Ralph Clegg, from the health department (speaking earlier on agenda items and present during contract discussion), described the SelectHealth contracts that set employee rates and eligibility for the 2019 plan year. Commissioners requested three edits before signing: removing a requirement that the county pay Social Security to meet eligibility, modifying or removing a sentence in section 2.6 related to leave-bank donations so existing county donation policy remains allowed, and synchronizing inconsistent time-period dates. The chair moved approval subject to those changes, and the commission approved the item.
The commission also approved facility-use arrangements that allow businesses to conduct membership renewals at county facilities with prior Commission approval — a practice staff said has been used in the past by vendors such as Sam’s Club and Costco.
A sole-source contract with Holbrook Asphalt for the HA 5 trail surfacing product was approved. Staff said HA 5 is a proprietary product used on trails for its smooth finish and that the purchase is within budget.
Commissioners approved using existing budget funds to cover Utah County’s share of approximately $120,000 in remaining project costs to make the Point of the Mountain trail project — co-sponsored with Lehi City — bid-ready; staff noted Lehi City was expected to act on a corresponding appropriation the same night.
