The Utah County Commission held a public hearing on a Phelps subdivision application to extend 6200 West and reconfigure Lots 3 through 5 to provide access to a landlocked parcel.
Brandon Larson, community development staff, explained the application would realign the road within the Phelps subdivision, add a cul-de-sac just outside the subdivision and vacate roughly one-tenth of an acre of roadway and certain utility easements. Larson told the commission that Dominion Energy raised no concerns but staff would like an updated statement from Highline Canal (SCSD) to cover the plat amendment more broadly than the limited vacation letter provided by the power company.
Applicants Shauna and Monte Phelps described recent irrigation work (replacing and sleeving pipes) and said the road relocation was nearly complete; they said their long-term plan is agritourism and obtaining a building permit for a 30-acre parcel. A nearby neighbor attended and asked to confirm the road alignment; applicants clarified the cul-de-sac location would not affect that neighbor's property.
Rob Moore of the county attorney's office reminded the commission that utility easements cannot be impaired by county action without utility approval under state law and recommended applicants obtain formal approvals. The public hearing was closed and the commission moved the item to the regular agenda for later consideration; no final plat action was taken at the hearing.
