Utah County tentatively adopts $90.2 million 2019 budget; schedules hearings

Brian, addressing the commission as requested, called the proposal "a starting point" and outlined the figure: "what we are proposing is a tentative budget in the amount of $90,184,452." He told commissioners a departmental ranking meeting will be held Monday, Oct. 29 at 9 a.m. in the commission conference room, and said the tentative budget reflects increased revenues compared with last year. He also recognized financial officer Danine Jackson for her work managing revenue projections.
Commissioner Graves noted historical trends: while the county’s tentative budgets have grown over four years, available fund balances are typically adjusted during the ranking process and final numbers often track closely with adopted budgets. The board confirmed a separate Truth in Taxation public meeting will be held in the evening at 6:00 p.m., and various service-area and special-district budget hearings were set for Tuesday, Dec. 4, 2018, at 9:00 a.m. in the Commission chambers.
The commission opened the morning with multiple short trustee and special-district sessions in which a number of service-area boards and the Municipal Building Authority also tentatively adopted 2019 budgets and set Dec. 4 public hearings. For example, the Utah Valley Road Special Service District adopted a tentative budget of $300,100, down from just under $800,000 the prior year, a change staff attributed to fluctuations in federal grant funding.
There was no public comment on the county tentative budget at the Oct. 23 meeting. The board approved the tentative budget by voice vote and moved forward with scheduling ranking and hearing dates so staff and departments could refine requests ahead of the final adoption process.
