Utah County commissioners approve agenda changes, schedule two closed meetings and ratify warrant registry with one item held

Following that action, Commissioner Lee moved to approve and set the date, time and location for a closed meeting to discuss the character, professional competence or the physical or mental health of an individual or individuals. The moderator seconded the motion, which carried 2–0.
Commissioner Lee then moved to set an additional closed strategy session to discuss pending or reasonably imminent litigation, to occur immediately following the regular agenda at this location and an additional meeting upstairs at 11:00. The moderator seconded; that motion also passed on a 2–0 voice vote. The moderator said there were no general public comments before the meeting recessed to closed sessions.
After returning to open session, the commission removed consent item No. 13, which concerned ratification of the warrant registry. Commissioner Lee moved to ratify the warrant registry summary while removing item No. 743 for further consideration; the moderator seconded and the motion carried 2–0.
An exchange of brief, informal remarks occurred before the formal call to order; an unidentified speaker made an offhand reference to "6 kits of opium" and Suboxone during pre-meeting conversation. That remark was not part of the formal agenda, was not elaborated upon in later discussion and has not been confirmed by staff.
The commission noted that, because a third commissioner was absent, the meeting rules were suspended to allow the moderator to second motions. The body did not take final votes on ordinances, budgets or agenda items beyond the consent-and-procedural actions recorded above. The meeting recessed to the closed sessions set during the open meeting.
