The Utah County Commission on May 29 adopted amendments to the county Land Use Ordinance that consolidate three previously distinct types of plat amendments into a single plat-amendment process and require amended plats to meet current development standards.
Brandon Larson, Community Development staff, told the commission the change would simplify the process by holding amended plats to current standards for only the elements proposed for amendment (roads, lot sizes, etc.). The planning commission had recommended that amendments involving road dedications and vacations automatically receive Planning Commission review; commissioners debated whether that referral should be mandatory ('must') or discretionary ('may'). Several commissioners said they preferred flexibility to keep the streamlined approval path when changes were minor and to refer to Planning Commission only for significant impacts.
After discussion, a commissioner moved to adopt the ordinance with the removal of the additional mandatory language. The motion was seconded and approved by voice vote. Staff said the ordinance preserves safeguards — for example, language intended to prevent existing platted lots from being rendered unbuildable and a route to combine lots where appropriate.
The ordinance change takes effect following standard adoption procedures; staff may return with any additional implementation guidance or related administrative rules for the commission’s consideration.
