Rocky Mountain University representatives asked the commission to abate the county lease by $32,384 per year to expand clinical services and accommodate additional patient visits. Victor Morris and Vic Morris (foundation director and RMU representatives) detailed clinic operations, volunteer university supervision, patient outcomes and cost savings compared with private or inpatient care. They said the reduction would allow the clinic to add staffing and serve roughly 600 additional patient visits per year.
Commissioners probed funding sources and how the request interacts with previously approved block grant allocations (item 18 on consent), which staff said could not be retroactively changed. Treasurer and staff noted the university and partner foundations have pledged donor support; commissioners asked for an amended lease to reflect the abatement and return for final signature.
A motion to approve the reduced rent ($32,384 per year) and find that the community benefit outweighed the cost carried by voice vote. Staff will prepare an amended lease document to be returned to the commission for execution.
