County approves surplus declaration and amends lease to allow household hazardous waste collection

Utah County commissioners voted unanimously to declare certain grant‑purchased equipment surplus so it can be transferred to participating local organizations, and to amend a lease to permit a planned household hazardous waste collection at Provo Town Center.
Carl Holland, deputy county attorney, told the board the draft lease’s Exhibit A, section 6(l), prohibited bringing "hazardous, flammable, or other types of waste to the site," which would prevent the county’s April 8 collection. Holland said Provo Town Center staff were willing to remove that restriction or add an addendum to allow the event. "I sent an email to Provo Town Center, and they are willing to either remove that or to create an addendum which would circumvent that term," Holland said.
After brief discussion about the procedural step of declaring equipment purchased with grant funds as surplus before transferring it, a commissioner moved to approve the surplus declaration on the consent agenda and the motion passed by voice vote.
On the contract item, a commissioner moved to "approve and authorize item number 7 with the change to the contract removing 6(l), the hazardous waste component of the contract." The motion was seconded and passed 3–0, allowing the county to proceed with the household hazardous waste collection.
The commission did not indicate any further conditions beyond the contract amendment; staff were asked to record the change and proceed with the April 8 event.
