Utah County commission approves land purchase agreement, reduces prom rental fees, adopts water-supply ordinance and schedules closed sessions

The Utah County Board of Commissioners approved several agenda items Tuesday, including a consent purchase agreement, a trimmed event fee for a local prom, a change to county water-supply rules for subdivisions and the scheduling of two closed meetings.
On consent, the board approved and authorized the commission chair to sign a real estate purchase agreement with Robert Wentz. During discussion, a commissioner asked whether Central Utah Water Conservancy District would handle repayment; staff confirmed an agreement is in place and said the district typically pays the seller or title company directly (Speaker 5). A voice vote carried the motion on the purchase agreement.
On a separate regular item, the Provo Bridal Council requested the waiver of a $2,000 rental/security/cleanup fee for a May 19 prom. County staff and Public Works advised that deputy/security coverage would be required for a projected attendance of 400-plus and estimated security costs for four deputies at about $1,000. Staff recommended reducing fees to cover security and cleanup only; the board approved a motion to waive the remaining fees and keep the stipulation that security and cleanup costs of $1,000 remain the applicant’s responsibility (Speaker 6).
The commission also considered an amendment to Utah County Land Use Ordinance section 36-3 that modifies irrigation water-supply requirements available by exception. Community development staff (Brandon Larson) said an applicant previously received approval to reduce irrigation requirements from 1.5 acre-feet per acre to 1.0 acre-foot and is now seeking a 0.85 acre-foot standard; the proposal would also raise the threshold of uncultivable land used to qualify for the exception from 35% to 45% and would apply to qualifying developments (Brandon Larson). After discussion and public comment, the commission voted to adopt the ordinance amendment.
Separately, commissioners voted to strike agenda items 8 and 11 from the regular agenda and approved setting two closed meetings: one strategy session to discuss a seller of property and water rights/shares, and another to discuss the character, professional competence or health of an individual or individuals. Both closed meetings are scheduled to occur following the open meeting.
The board then moved to general public comment. Phil Snelgrove of Orem asked the commission to authorize an exception to community development timing so his Lincoln Point subdivision application could enter the 45-day review cycle; commissioners and staff said an exception is possible but may require follow-up with Environmental Health to process outstanding documentation.
