Rochelle Wise, president of the Utah County Art Board, told the commission the small nonprofit runs the county gallery with about 10–15 volunteers, puts on about a dozen shows a year and requested a contract increase from $2,400 to $3,600 annually and help funding two museum‑quality display cases for the Health and Justice Building foyer.
Commissioners discussed procurement rules and the $2,500 threshold that triggers a request for proposals; staff said procurement rules prevent dividing a contract to avoid RFP requirements. Commissioners offered to help the Art Board identify potential sponsors and to meet with the board to review a case proposal. The motion to authorize the commission chair to execute the cosponsorship/fee‑for‑service (at the current fee schedule as processed) passed by voice vote.
