Utah County commissioners approved purchase of an enclosed vaulted restroom unit for Vivian Park but specified that construction and installation must wait until the county's health regulations permit vault (non-composting) privies.
Deputy county attorney Carl Holland told the commission that "Currently, Utah County code does not allow anyone to build or to use a pit privy," and the health department is drafting a regulation to permit the enclosed vaulted system. That regulation, Holland said, likely will not take effect until August at the earliest because of Board of Health scheduling. Commissioners discussed options including scheduling an emergency Board of Health meeting or relying on temporary portable toilets for the summer.
Public works staff explained the tradeoffs: a portable system could be deployed immediately but costs more and requires additional maintenance, while purchasing the vault now would allow the county to have the unit on hand and delay installation until the rule change. "If we want the restroom operational for this summer, that's what we'd have to do," said a public-works representative describing the alternative of installing before regulations change.
Commissioner motion language approved at the meeting required that construction and implementation not be completed until the ordinance changes were approved by the Board of Health and authorized public works to use temporary portables in the interim. The motion passed 3–0.
The practical effect is that the county will acquire the restroom equipment now but hold off on installation until the health rule permitting vault toilets is in place or until the Board of Health acts on an accelerated schedule. Staff were directed to coordinate with the county attorney and health department to pursue necessary regulatory steps and interim service options.
