Cedar Hills urges county to fund targeted drainage fixes on Canyon Road; county agrees to draft proposal

He requested that the county install focused drainage improvements (curb and gutter on the downhill side, storm drains and a retention basin) and then allow the city to assume maintenance of those features.
Richard Nelson, the county public works director, reviewed the JUB concept plan and explained technical and policy constraints. The JUB plan previously contemplated curb and gutter on the west (downhill) side and spot drainage improvements on the east; Nelson cautioned that adding curb/gutter could alter driveway grades and require driveway reconstruction, complicating implementation and homeowner impacts. He also described available funding tied to prior jurisdictional transfer processes: roughly $3.3 million allocated specifically for pavement maintenance on this corridor and $9.3 million in combined transferred funds (both figures discussed as part of the project history).
Commissioners debated whether the county should simply bring the road up to county standards or fund enhancements beyond county standards; several commissioners said the county will maintain the road to county standards unless a city agrees to accept full ownership if it requests higher standards. Cedar Hills said targeted drainage fixes (including a designed sump at a known 'Duck Pond' site) could address the worst ponding problems without assuming full future liability. Chair directed Richard Nelson to draft a proposal that identifies feasible concept‑plan enhancements, estimated costs that fit within available funding, and clear transfer language stating ownership conditions if the city requests enhancements. The county and Cedar Hills agreed to continue negotiations and present the proposal to the Cedar Hills city council.
