County Clerk Bert Harvey explained how the certified property tax rate is calculated — dividing budget need by aggregate assessed value (less new growth) so a taxing entity collects substantially the same revenue year‑to‑year, with new growth generating additional revenue.
Clerk Harvey and county staff recommended an amended certified rate for unincorporated Service Area 7 (a downward adjustment in addition to the normal value‑linked fluctuation) because projected revenues exceed expenditures for that fund. Staff said the adjustment would reduce annual receipts for that service area by about $100,000 and still remain consistent with statutory limits and prudent reserve practices.
Commissioners discussed annexation assumptions and long‑term capital needs. No capital project requiring the extra revenue was identified at the time. Following discussion, a motion to adopt the resolution establishing 2017 tax levies with the amended schedule (including the Service Area 7 reduction) passed 3–0.
Staff said they will implement the adjusted certified rate and will continue to monitor fund balances and long‑term needs in future budget discussions.
