County staff presented a proposed text amendment to allow one- and two-lot minor subdivisions to be processed by the Board of County Commissioners rather than routed through the planning commission, a change staff said would shave roughly 30 days from the current process.
The amendment, described by staff as narrowed from earlier drafts, would keep key county decisions—such as bonds and road dedications—at the commission level while simplifying noticing so minor subdivisions are noticed “like any other plat,” with adjacent property owners mailed notice 10 days prior to commission consideration. Staff also said a previously unrecorded change left the official bond amount at $500 with a $5,000 maximum.
Commissioners asked clarifying questions about extension criteria for one-year expirations and whether the five-year limit on re-subdividing would attach to the land or the owner; staff recommended tying the restriction to the land. County counsel confirmed the five-year limitation would not prevent a landowner from pursuing a larger-scale subdivision through the standard process.
After discussion about whether administrative actions require a timely agenda placement (the draft uses "shall" language), a commissioner moved to adopt the ordinance as modified and refer the amendment to the planning commission for a formal recommendation. The motion carried by voice vote, recorded as passing 3–0.
The county indicated the planning commission would consider the proposal at its next meeting and staff said the amendment would return to the commissioners with the planning commission’s recommendation for final action or further modification.
