Commissioners then voted to set two closed meetings for the same day: one to discuss the character, professional competence or health of an individual (personnel matter) and a second as a strategy session on pending or imminent litigation. Both closed-meeting motions carried 3–0.
Chair David announced there were no public comments and the commission proceeded into the scheduled closed meetings.
