Utah County commissioners adopted an ordinance to set fees for services provided by the Department of Drug and Alcohol Prevention and Treatment.
Richard Nance (Department of Drug and Alcohol Prevention and Treatment) explained the proposed fee schedule and said most fees align with Medicaid fee-for-service rates. On drug screening, Nance noted a $21 test reflects county cost; confirmation tests average higher because some positive screens require separate laboratory confirmation. He explained higher line items — for example, the Vivitrol medication — represent retail prices that can range based on supplier, and that an agreement with a community partner could reduce procurement cost.
Commissioners asked whether fees reflected the cost of providing services. Nance said staff had calculated costs where Medicaid rates were not directly applicable and confirmed the schedule was intended to cover cost, not generate profit. The commission moved to adopt the ordinance as stated in regular agenda item 10; the motion passed on a voice vote, recorded as 3-0.
