Moore recommended adding a top‑line dollar amount so the county's obligation was not an open check; staff estimated the asphalt work this year would run about $170,000 but warned costs could rise if the work were deferred to the following season.
Moore explained the sequence of obligations: funds and work are tied to completion of annexation under state statute, and the county would quit‑claim roads to the city after construction and annexation are completed. Alpine's mayor told the commission the city's ordinance and petition process are underway and he planned to take the matter to the city council soon.
Unidentified Speaker 6 moved to approve the annexation agreement with $170,000 inserted in section 4.2; the motion was seconded and approved 3–0. Staff said that, following annexation completion by the lieutenant governor's office, the county would provide funding for water infrastructure within 30 days, perform the asphalt overlay (anticipated within 60 days), and then quit‑claim the roads to Alpine City.
Commissioners also thanked county staff and first responders for recent wildfire assistance in areas near Alpine and Fort Canyon during public remarks.
