Trustees approve personnel actions and stipends amid member questions on costs

The Carmel Central School District Board voted to approve hiring, rescissions and a schedule of stipends during the Aug. 27 meeting (agenda item 5.01). Trustee Jim Wise pressed administration for greater detail about stipend variability — citing examples ranging from about $18 to several thousand dollars — and asked whether voluntary participation or student engagement could substitute to reduce costs.

Administration and trustees explained that many stipends are contractual under collective bargaining agreements (the CTA) and that some amounts reflect workload, frequency and program needs. Dr. Fariben and staff said they would provide trustees a detailed breakdown of stipend amounts, program descriptions and attendance data on a recurring schedule to inform budget planning.

During debate trustees noted two rescissions on the agenda: administrators said one corrected language while the other rescinded a previously offered position (not a permanent elimination of the slot). Trustee Wise said he did not have enough information to support the whole personnel slate and abstained from the vote; the motion otherwise passed.

What’s next: Superintendent’s staff agreed to provide quarterly reports showing stipend descriptions, attendance and cost per participant to help trustees evaluate whether stipends are the most cost‑effective approach or whether volunteer or student work can be considered for some activities.
