Legal and audit input (external auditors Gilbert and Stewart and counsel referenced) were cited in support of documenting the debt. Commissioner 2 moved to adopt the resolution stated in item 18; the motion was seconded and approved by voice vote, 'Motion carries 3 0.' The board noted a minor address duplication error in the agreement that would be corrected if found.
