Staff sought and received council approval to submit documents and authorize the city manager to sign application materials for a Missouri DNR Land and Water Conservation Fund (LWCF) grant to improve accessibility at Scenic Park, including an ADA parking lot upgrade, a 6-foot ADA-compliant sidewalk, new ADA restrooms and a pavilion. The total project cost was estimated at about $225,000; staff said the grant would pay approximately half and the project was included in the current budget. Council approved the resolution 7–0.
The fire department reported a $10,626.11 award from the Newton County Public Safety Board to buy an extractor/washer/dryer to clean bunker gear, reducing manual handling of contaminated gear. The grant acceptance and authorization for the fire chief to execute documents passed 7–0.
Parks staff reported an award from the Missouri DNR recycled scrap tire grant covering 100% of costs ($44,757) to buy 31 picnic tables and 26 park benches; purchases will begin after Nov. 1. Council also received a Fall Festival update: the event is scheduled Saturday, with 243 vendors (108 new), shuttle service, vendor maps and staged entertainment; organizers were directed to post details at the city website. Staff provided an NLC service-line warranty summary: 168 customers covered, 334 policies written and three claims serviced saving customers $3,420 total (average claim ~$1,140).
