The Utah County Commission voted unanimously to continue consideration of a new position to handle Government Records Access and Management Act (GRAMA) requests for two weeks so staff can develop performance metrics.
County staff member Jeff said a paralegal would likely provide the most cost‑effective solution, arguing that “a paralegal can do probably 80% of what an attorney can do at approximately 50 to 60% of the cost of the attorney.” Commissioners said they were surprised the item appeared on the agenda without completed metrics and wanted clearer measures of duties and performance before final approval.
Personnel Director Cammie (as referenced in the meeting) will work with staff to build the metrics, and commissioners offered to assist in evaluating current support‑staff roles during the interim. Jeff said the hiring process would typically take a couple of months but that building metrics could be done in the two‑week continuance period.
The motion to continue "item 6" for two weeks carried on a 3-0 vote. The commission is scheduled to reconsider the item after staff returns with the requested performance measures.
