Neosho City Council voted 5–2 to add two dates to an ordinance that waives enforcement of the open-container prohibition within a mapped downtown square for designated community events.
City staff explained the change preserves the requirement for organizers to obtain appropriate state catering or special-event approvals while easing the need to appear before council for every occurrence. The amendment adds one date in March and one date in October to an existing list of preapproved downtown events, increasing the set from four to six annual designated event dates. Council members debated whether broader or more flexible authorization (for example, an open-ended annual allowance) would better serve businesses; some members emphasized focused, preapproved events make organization and state licensing simpler, while others urged more flexibility to avoid repeated council appearances.
Council signaled staff should remain able to rescind preapprovals if complaints increase. The ordinance as amended requires organizers to remain within the mapped area and, in prior arrangements, wristbands and sidewalk-only movement were used to manage alcohol service and movement.
