Creve Coeur council passes series of ordinances and resolutions including pavement, park dredging and design studies

At its meeting the council approved several routine and time-sensitive items on the consent and regular agenda: final readings for two ordinances, emergency passage for a MoDOT powder-coating agreement, and multiple resolutions funding pavement resurfacing, park-lake dredging design, Beaver Drive engineering, a park master plan, insurance coverage and board appointments; all votes recorded were unanimous.
The Creve Coeur City Council approved a series of ordinances and resolutions covering public works, parks, and administrative matters during its meeting.
On the consent and final-reading agenda the council enacted Bill 6124, a conditional use permit for Rivera Pasta's fulfillment center at 10650 Gateway Boulevard, and Bill 6125, amendments to the city's personnel policy manual; both measures passed on recorded roll-call votes.
The council approved an emergency first-and-final reading (to meet MoDOT's bid schedule) for Bill 6128, a cost-apportionment agreement to black powder-coat traffic-signal mast arms in advance of MoDOT's upcoming resurfacing bid (project estimate: approximately $20,000). City staff said the funding would come from the FY''25 capital fund and the emergency clause was requested to meet MoDOT's timeline.
On resolutions, the council:
- Approved Resolution 1727 to enter a design contract with Intuition & Logic Engineering for Conway Park Lake dredging design (not to exceed $40,510), with staff describing the pond as shallow (average depth ~2 feet) and the design including a four-bay forebay to ease future dredging and improve fishable areas; the total construction estimate was discussed as approximately $450,000.
- Approved Resolution 1728 to award an asphalt pavement resurfacing contract as part of the FY''25 pavement maintenance program (not to exceed $338,716.50) to the low bidder; work is expected to begin in August and conclude in September.
- Approved Resolution 1729 to authorize a preliminary engineering study for the Beaver Drive Crossing project (not to exceed $81,000) to address deteriorating drainage infrastructure and structural flooding concerns; staff explained the preliminary phase will include easement work and resident outreach.
- Adopted Resolution 1730, the Venable Park master plan, which staff said had been through a joint work session and Planning & Zoning review.
- Approved Resolution 1731 to proceed with the city's insurance renewals and coverage purchases for the fiscal year beginning July 1, 2024; finance staff outlined premium increases across lines and noted that some property/auto items will be returned for later action.
Council also approved appointments and reappointments to boards and commissions and consented to a schedule change (cancelling the August 12 meeting) after staff noted a lighter summer agenda. Nearly all votes recorded in the meeting were unanimous.
