After debate over budget sources and expectations, the commission approved participation and a partial contribution in a close vote (2-1). Dissenting commissioners asked for clearer terms in future agreements, stronger assurances about local stakeholder involvement, and more explicit budget lines. Supporters characterized the Envision deliverable as a 'toolbox' of planning options that local leaders could choose to use or ignore.

The board directed staff to clarify expectations and to meet with commissioners and local stakeholders to ensure the county's ongoing role and limitations were clear. Commissioners also discussed budget availability in contingency and capital-improvement accounts that could cover the commitment.
