Neosho City Council voted unanimously to approve an amended wastewater usage agreement with Missouri Sugars LLC, resolving outstanding confidentiality language and formalizing a variance method of calculating wastewater usage.
City staff told the council that Missouri Sugars requested confidentiality for certain measurement data and that city attorney edits had been added referencing Sunshine Law protections under section 610.010. Staff said the company’s legal department had approved the changes and that Missouri Sugars had signed the agreement. Council moved to amend Bill 2024-82 to include the signed agreement and, after the amendment passed 7–0 on a roll call, approved the ordinance as amended by the same margin.
The ordinance authorizes the city to enter a wastewater use agreement that prescribes an alternate method of calculating wastewater usage, requires certain reporting of water and liquid shipments, and authorizes the mayor to execute the contract on the city’s behalf. Council members noted the matter had been discussed years earlier when Missouri Sugars located in Neosho and said the current agreement corrects earlier gaps.
The council did not record additional conditions beyond incorporation of the signed agreement. Staff recommended and council approved final execution; implementation and compliance monitoring will be handled by city utilities staff.
