Council clears zoning requests, awards $680,009 street contract and approves stormwater engineering proposal

Planning and Zoning recommendations: The council approved zoning docket 24-Z-15, granting a special-use permit for a 4.95-megawatt ground-mounted solar power generating facility proposed for properties on North Green Bay Road. The Planning and Zoning Commission recommended approval. The council also approved a variance request for a wire-mesh fence (24-Z-14), a request to allow a gravel driveway (24-Z-16), and a special-use permit to install electronic message boards at 2225 Lewis Avenue (24-Z-17). All motions passed on roll-call votes.
Street contract award: Staff presented the tabulation for the 2024 street program and recommended awarding the base bid and Alternate 1 to Peter Baker & Sons for $680,009. Council approved the award and asked staff to return with a contractor schedule and completion timeline once available.
Stormwater engineering: Council approved a proposal from Christopher Burke Engineering for professional services on the Twentieth Street stormwater capital-improvement project. Staff said additional sanitary and water-main work would be required to accommodate the planned improvements and that Phase 2 still requires a future intergovernmental agreement with Lake County.
What’s next: Staff will provide construction schedules and coordinate IGAs related to stormwater Phase 2; applicants with approved zoning requests may proceed with permitting under the conditions set by Planning and Zoning.
