Staff explained that the AIA documents include an A133 agreement (construction-manager terms and fee) and an A201 (construction contract rules). Councilors asked two clarifying questions: first, a date in the packet referenced July 18 and staff corrected it to June 18 for the meeting record; second, staff proposed lowering a clause that allowed the construction manager to approve purchases up to $35,000 without bid to $25,000 to match the city’s bid threshold and be more conservative than state statute.
A motion to approve the agreements as amended carried on a roll-call vote. Staff said the A1 33 and A2 01 documents outline the manager’s scope, architect-selection duties and construction oversight; the council approved the documents and the two minor edits discussed on the record.
What’s next: Staff will proceed with architect selection and the formal construction procurement steps under the approved agreements and return to council as project milestones are reached.
