Commissioners approve lease resolution for jail expansion with Evansville–Vanderburgh County Building Authority

The board reopened the public hearing on a lease agreement between Vanderburgh County and the Evansville–Vanderburgh County Building Authority for a jail expansion project.
Dave Richter, representing the building authority, and Joe Harrison, the building authority’s attorney, addressed the commissioners and asked for approval. Harrison told the board he was "glad to be here" and asked for "favorable consideration of the resolution to approve the lease between the building authority and the county commissioners with regard to the construction of the new jail expansion project." The commission moved, seconded and approved the resolution (CoDotR‑07‑24‑007).
The building authority board was expected to consider a similar resolution on July 30. No public speakers offered opposition during the reopened hearing at the July 23 meeting.
Why it matters: Approving the lease is a procedural step enabling the building authority to move forward with contracted construction financing and project delivery under the terms of the lease. The county’s approval does not itself authorize construction work until companion approvals and funding steps are in place.
Next steps: The building authority will consider its resolution on July 30; county and building authority staff will continue coordination on project timing and financing.
