Grant County approves ARPA spending plan to fund downtown repairs, animal-control services and D-home renovations

Grant County commissioners approved a committee-recommended ARPA spending plan that allocates funds across several county priorities and moves money to cover urgent repairs and services.
Under the approved plan, the county will allocate $500,000 to the city of Marion for downtown life/repair projects around the courthouse square and $250,000 to the mayor for repairs to the Animal Care and Control building. Commissioners also approved a lump-sum payment of $360,000 to prepay 10 years of animal-control services at $3,000 per month, a change intended to reduce recurring budget pressure. "He's free to do with that whenever he would like," the chair said when describing the mayor's use of the lump sum.
The board also rescinded a previous $700,000 allocation for a boiler-chiller project at the D-home and reallocated a total of $2,024,447.84 for broader repairs and renovations at that facility. The meeting record shows the committee moved $50,000 previously slated elsewhere to BW for the Phase 1 scoping agreement discussed in the meeting.
Commissioners discussed the need to clean up spending entries before federal review, noting some previously approved items still appeared in the spending plan and must be purged to meet audit standards. Staff were directed to prepare a finalized list of ARPA appropriations and to remove any items that were never formally appropriated.
The ARPA plan was approved by unanimous voice vote. Commissioners said the measures would cover both capital repairs and operational support and that further details and scope documents would follow for specific projects.
