The Rapid City Planning Commission on Sept. 5 approved a conditional use permit allowing on-sale beer and wine at a restaurant occupying two suites at 544 Century Road.

A community development staff presenter explained the property is in the General Commercial zone and that the proposed restaurant would occupy two of nine suites in a 2.19-acre shopping center. The site has 79 parking spaces while a restaurant calculation would require 96; staff said an administrative exception was granted because the shortfall was less than 20% and the uses in the building have differing peak hours.

Staff described buffering and topographic separation between the proposed restaurant and a nearby childcare facility and recommended approval with stipulations to ensure compatibility, hours and operational controls. The applicant proposed selling beer, wine and wine cocktails, with proposed hours TuesdayFriday 4 p.m. to 9 p.m., brunch service 10 a.m. to 2 p.m. on weekends and evening service to 10 p.m.

Commissioner discussion sought clarification on the administrative parking exception and whether shared parking agreements would apply; staff said the building is treated as a single site for parking and there is no adjacent shared lot. A motion to approve with the stipulation passed by voice vote.

The approval allows the restaurant to operate under the stipulated CUP conditions; staff noted they will monitor parking and occupancy if additional suites fill or hours change.
