Commissioners review ARPA balance and reassign opioid settlement funds

Finance staff told commissioners the county has approximately $1,462,000 remaining in American Rescue Plan (ARPA) funds available for commitment. Staff reminded the board that ARPA expenditures must be committed by the end of the current calendar year and noted that categorizing funds as "lost revenue" for reporting can satisfy certain Treasury reporting requirements while preserving flexibility.
Commissioners discussed potential ARPA uses, including sheriff storage and heated space, road-shop improvements, parks development and transfer-station/pit improvements. Staff cautioned that any project commitments should be specific enough for Treasury reporting and that the county must monitor the single-audit threshold if federal award amounts remain high.
Separately, commissioners trimmed the opioid-settlement allocation by $32,000 to reflect a reduction in planned drug-testing expenditures, leaving a proposed opioid fund balance near $58,000 for other related programs.
Staff will return with project proposals and targets for ARPA commitments and a reconciliation of previously committed items so the board can decide which capital and program priorities to finalize before the ARPA commitment deadline.
