County approves new ordinance-hosting vendor and CivicRec purchase for parks; fees, timing discussed

Jefferson County commissioners approved two administrative technology contracts July 1: a one-year agreement with American Legal to host and provide digital access to the county code and a purchase of CivicPlus recreation software for the parks and recreation department.
Planning staff said the American Legal transition is scheduled for Oct. 1 and compared vendor fees: a setup fee of $595 and an annual hosting fee of $595 with a $22 per-page edit fee, which staff described as less expensive than the county’s legacy provider. Staff noted Idaho statute requires printed code copies be available in specified locations; American Legal will supply digital hosting and an updated printed book if needed.
Parks staff requested and received approval to purchase CivicPlus recreation-software services to replace an existing reservation system; the initial investment of $10,838 was approved and recurring annual services were estimated at about $6,000. The parks director said the Jefferson County School District had agreed to participate in parts of the offering and that initial recurring costs would be offset by program proceeds. Parks staff also reported that the recent fireworks event generated significantly higher revenue and attendance than prior years, with staff and sheriff’s deputies reporting only minor incidents.
Both contracts were approved by motion and roll call; commissioners asked staff to ensure agreements and fee details are recorded in procurement files.
