Fairview council approves surplus sales, Gresham pretreatment amendment and $65,000 urban renewal grant

The Fairview City Council on Nov. 6 unanimously approved a set of routine and urban renewal items, including authorization to sell surplus city assets, an amendment to an industrial pretreatment agreement with the City of Gresham, and a $65,000 urban renewal tenant improvement grant for a local restaurant expanding from a food cart.
Surplus assets: Staff presented Resolution "sixty‑twenty 24" to declare certain city assets surplus (two vehicles and a 2009 ATV). Staff said sale proceeds would return to the general fund and that parks requested the ATV proceeds be allocated back to parks. The council approved the resolution by voice vote.
Industrial pretreatment agreement: The council approved an amendment to a 2001 pretreatment agreement with the City of Gresham to recognize a second industrial user now monitored by Gresham (the other industrial user named in the record is Charles Morrison). Staff said the amendment imposes no new budgetary cost to the city under current conditions; the council approved the change by voice vote (Resolution 58‑24).
Urban renewal grant: The Urban Renewal Agency adopted Resolution 3‑20‑24 to award a $65,000 tenant‑improvement grant to a restaurateur expanding from a Fairview food plaza cart to a brick‑and‑mortar location on Halsey (staff said the project budgeted about $103,000 in covered items and the applicant had already invested $28,616). Staff noted $400,000 was allocated for the grant program in the 2023–25 fiscal cycle and about $89,600 had been awarded previously. Councilor Cofield called the project a ‘‘great idea’’ and the council approved the grant by voice vote.
