Kearney outlines Fairview Cemetery rules and park surfacing schedule; Splash Park to close Sept. 2

Parks & Recreation Director Eric Marshall presented two items to the Board: a draft set of rules and sign suggestions for Fairview Cemetery and a schedule for fall park maintenance and improvements.
Marshall said cemetery rules and a sign are a long-overdue effort; he and staff members Ryan Marcotte, Ray Kendall and cemetery sexton Marcos Barbosa reviewed other communities’ rules, did a walk-through with Excelsior Springs staff, and prepared a draft intended to standardize what is allowed on gravesites to aid maintenance. Marshall asked aldermen to review the draft and provide feedback to staff.
Marshall also announced that the Splash Park’s last day of operation for the season will be Labor Day, Sept. 2, and that playground surfacing work is scheduled to begin Sept. 3 at Lions Park with subsequent work at MacQuarter Park. Marshall said crews will remove old wood fiber mulch, reuse what is appropriate at Jesse James Park or the compost site, and install rubberized surfacing that must cure for 72 hours before reopening. Staff expects surfacing work at each playground to take roughly a week to 10 days, with follow-up installation of playground mats once the surface cures. Marshall reported PlayCraft had conducted an independent audit of a boarded-off play structure; PlayCraft sent replacement parts and the city is discussing installation responsibility with the installer.
Aldermen thanked staff and asked for updates; Marshall said staff will coordinate closures, temporary fencing and notifications for park users during the work.
