Kearney adopts MOU to add a school resource officer; district will reimburse city per days worked

The Kearney Board of Aldermen unanimously adopted Bill 36-20-24, approving a memorandum of understanding (MOU) with the Kearney School District to add a new school resource officer (SRO).
City Administrator Sheila Erzen explained the SRO will be a city employee supervised by the Kearney Police Department; the school district will vote on the agreement separately. The MOU establishes an annual reimbursement formula: the district will be billed once a year for salary and benefits and will reimburse a portion based on the number of days the officer works for the district versus the number of days the officer is employed citywide (vacation and holidays are excluded from the apportionment).
Erzen said the school district asked that the officer be present on campus except in emergency situations; the MOU includes a requirement that the SRO be at the school during school days unless an emergency elsewhere in the city requires redeployment. City staff also said the city is responsible for ensuring coverage if the SRO is on vacation or otherwise unavailable.
The ordinance was read on first and second reading and approved on second reading by voice vote; the clerk called the roll and the mayor announced the vote was unanimous.
