Cleveland County authorizes $1.52 million renovation for new Board of Elections facility

The Cleveland County Board of Commissioners voted unanimously to authorize contract negotiations and allow the county manager to sign documents for a $1,517,400 renovation of a new Board of Elections facility at 108 Bowman Street in Shelby.
Blake Marsh, the county’s facilities project manager, told commissioners the design-build conversion of the former Shelby Rescue Center will create roughly 8,000 square feet of interior space, including office spaces, a reception area, a boardroom, a training room, early-voting space and storage. Exterior work includes infilling high-bay doors, new storefront glass, additional parking, pedestrian crosswalks, and a cul-de-sac intended to reduce traffic during heavy election periods.
Marsh said the budget includes a $25,000 contingency that, if unused, will return to county coffers. The construction schedule was estimated at 18–20 weeks, contingent on decent weather for site civil work; IT and data infrastructure work will be negotiated separately with internal IT staff before facility opening.
Commissioners asked logistical questions about traffic patterns and confirmed Bowman Street would be closed for access changes; Marsh said the project is fully funded from existing capital appropriations. After a motion to authorize contract negotiations and delegate signature authority to the county manager, the board voted aye and the motion carried unanimously.
Next steps include finalizing contract terms with the selected design-build partners and beginning construction as soon as permits and contracts are in place.
