Coffeyville authorizes $60,000 cap for electric engineering change order; new electric director introduced

The Coffeyville City Commission on Aug. 27 approved Resolution R-24-66 authorizing Change Order #1 to an Olson engineering services agreement for continued electrical engineering, substation maintenance, testing and support services, not to exceed $60,000.
Deputy Director of Electric Services Kevin Mersberg briefed commissioners on reasons for the change order: unanticipated needs included required six‑year PRC-certified NERC testing, failed relays and PLCs, and the need for temporary relays while replacements are sourced. He described the city’s use of Olson and subcontractor technicians (named in the record as Keblex/Telex) for specialized testing and rapid response.
Commissioners discussed whether the testing could be performed in-house; staff replied that the testing requires specialized personnel and that hiring comparable staff would likely cost more than contracting. The change order was approved after a motion by Commissioner Banister and a second from Mayor Hendricks.
The commission also welcomed Chris Weiner as the new Director of Electric Services. Weiner said he previously worked for Monette, Missouri, and described plans to develop electric and fiber services in Coffeyville.
Next steps: Electric Services will proceed with the approved work to complete PRC/NERC testing, repair or replace faulty relays and PLCs, and return to the commission with project updates as needed.
