The Coffeyville City Commission on Aug. 27 authorized acceptance of a $142,499 Community Development Block Grant (CDBG) from the Kansas Department of Commerce to rehabilitate the York Building downtown.
Amber Dean, the city’s Director of Community Development, outlined the package of documents the commission approved: the grant agreement with the Kansas Department of Commerce; a matching-fund agreement and a repayment agreement with the Yorks (the property owners) that make the Yorks liable to repay the grant if they default; the required environmental review form and request for release of funds; and an engineering agreement with BG Consultants that will be paid with grant funds. Dean said the city will act as the grant recipient and project manager, handle the engineering design, and solicit bids (she estimated bidding could begin in roughly 45 days after state submission).
Dean reiterated that the city is the pass-through recipient so the Yorks can access CDBG funding; the matching-fund and repayment agreements formalize the owners’ responsibilities. The commission voted to authorize the agreements and proceed with the environmental clearance and funding release steps.
What happens next: Community Development staff will submit the environmental review and a request for release of funds to the Kansas Department of Commerce, finalize the engineering agreement, and move to advertise the work for bid. The Yorks will provide the required match and remain financially liable per the repayment agreement if they default. The commission recorded a formal vote in favor of Resolution R-24-65.
No timeline for construction was specified in the motion; staff noted estimated procurement steps and that grant release and engineering tasks are the immediate follow-ups.
